Nationalverfolgte

The term Nationalverfolgte,referring to people persecuted on the basis of their nationality, was coined by the new Federal Republic of Germany to ensure that persecution of most non-Jewish foreigners was viewed in legal terms not as Nazi injustice but as an act of war, and thus not subject to individual compensation under international law. Non-Jewish persecutees from France, Holland, Poland, Yugoslavia, etc. were classified in almost all cases not as politically persecuted groups but as Nationalverfolgte, and therefore they generally were not entitled to payments under the compensation laws of the FRG.
